Funny signs

Imagine you are walking in a shopping mall in certain countries and you came across this sign.

When i saw this picture (sent via E mail from AP), i suddenly got lots of question marks.

Children left unattended will be sold to the circus?!?!?!

Is that a threat or will that be an idea? I can imagine some parents telling their kids. "You better behave or i will ignore you and let other ppl sell you to the circus."

Can i apply for the position of the security guard at that garden and restaurant?
